I had previously followed the link Chris provided and downloaded the trial version of SQL Anywhere.

The problem with the SAP approach for current version of SQL Anywhere is from what I can see, they do not have a developer edition available. For benefit of others, I went back to my PB 12.6 install and got it from there.
